THE ROLE AND RESPONSIBILITIES OF THE CORPORATION
The Corporation includes members from a range of backgrounds with a variety of skills, experience and knowledge, and who make a vital contribution to the continuing development of the College. The Corporation consists of “12 external members”, the Principal, 2 Staff Members and 2 Student Members. Although elected by staff and students respectively the Staff and Student Members are not appointed to represent the interests of staff and students but are expected to carry out the full duties of a Corporation member, including respecting confidentiality, and can provide a valuable firsthand insight to the College.
Responsibilities of the Corporation The legal responsibilities of the Corporation are set out in the Articles of Government.
The main responsibilities are:
- Determining the education character and mission of the College;
- Approving a quality strategy;
- Exercising oversight of College activities;
- Ensuring the effective and efficient use of resources, the solvency of the College and the safeguarding of its assets;
- Approving annual estimates of income and expenditure;
- Acting as employer of all College staff
Corporation Members set the framework of policies and strategies for College managers to operate within and then monitor those activities. The Principal is responsible for the day to day management of the College and its staff.

Nigel COOPER |
Nigel joined the Corporation at its inception on 2012. Nigel had previously been appointed, since February 2003, as a local authority member on Stroud’s Corporation, on the nomination of Stroud District Council. He is a District councillor and a chartered accountant, the majority of his career having been in the special metals and engineering industries. He lives in Cranham and enjoys skiing, golf, walking and village life.

Mike FARMER
|
Mike joined the Corporation at its inception on 2012, having been the Chair of Stroud College. He has lived in Gloucestershire, apart from a short break, since 1950. He is a self-employed education and training consultant, having retired as Head of Widening Participation at the University of Gloucestershire in 2006, after working in higher and further education for over 40 years. He was responsible for developing collaborative working between the University and further education colleges. From 1999 until 2011, he was Chair of Aimhigher West, a partnership of universities, further education colleges, local authorities, Connexions and other partners covering eight local authority areas including Gloucestershire. He is Vice-Chair of the Board of the Open College Network South West Region, and was a Board member of the National Open College Network until 2010. In addition to SGS and Stroud he has in the past been a governor of three other colleges - Gloscat, the Further Education Staff College (Coombe Lodge), Fircroft Adult Education College, Selly Oak. He currently undertakes work on Access to HE on behalf of the Quality Assurance Agency for Higher Education (QAA), and consultancy for a number of organisations concerned with education and training, mainly in the South West region. He was made an honorary life member of NATFHE (now UCU) in 2006. He was awarded an honorary MEd for services to widening participation by the University of the West of England in 2008.

Carole GARFIELD |
Carole joined the Corporation at its inception on 2012 and brings, through her consultancy, 30 years experience of working in the private, public and third sectors, encouraging these three strands of society to work together in collaboration for shared benefit.
Carole’s portfolio of interests reflects an overall commitment to civic responsibility. These include a number of voluntary positions such as College Governor (previously Vice Chair of Stroud College), Chair of Stroud Local Strategic Partnership and Chair of Stroud’s Chamber of Commerce. Through her professional interests, Carole has also developed specialisms in business engagement with education and rural representation – serving as a member of the Cotswold Canals Partnership Board and the DCMS (Dept. of Culture Media and Sport) led national Advisory Panel for the rollout of digital television and radio, representing the particular interests of rural communities for the past ten years.
Carole is a Fellow of the RSA (Royal Society for the encouragement of the Arts, Commerce and Manufacturing), an Academician of the Academy of Urbanism (which promotes community-led regeneration activity through the built environment) and a member of The Honourable Company of Gloucestershire.

Marie-Annick GOURNET |
Marie-Annick Gournet joined the Corporation at its inception on 2012 and is Senior Lecturer in French and Area Studies at the University of the West of England. She includes Schoolslink Project Coordinator and Chair of Aimhigher West Special Advisory Group among various activities aimed at raising aspirations, improving attainment and facilitating progression to higher education of black and minority ethnic students. She has been a governor since January 2012.

Kevin HAMBLIN
|
Kevin Hamblin was appointed Principal and Chief Executive of South Gloucestershire and Stroud College from 1 February 2012 and prior to that he was the Principal and Chief Executive of Filton College since December 2001. Born inNottingham, he left school at 16 and undertook a Mining Engineering Apprenticeship with British Coal before becoming a Colliery Training Officer. In 1989, he started a BA (honours) degree in Business atWolverhamptonBusinessSchoolwhilst being a sponsored student and working with BAA Gatwick Airport Limited personnel and training department. On completion of the degree, he worked as commercial manager then commercial director of a private training company before becoming Head of Open Learning atSwindonCollegein 1997. This led to a role as Head of Electrical, Electronic and Computer Systems Engineering at Swindon before becoming Vice Principal atHartpuryCollege, Gloucestershire in 1999.

John HUGGETT |
John is currently Chair of South Gloucestershire and Stroud College. He was previously a governor of Filton College and served as Chair from February 2002 until the dissolution of Filton College Corporation in January 2012. John undertook a Student Apprenticeship with British Aircraft Corporation and spent his career in the aerospace industry holding senior positions within BAESYSTEMS and Airbus. As a Chartered Engineer, he has always shown a keen interest in training and development and was a mentor for the Company’s graduates for many years. After taking early retirement. John became a Non-Executive Director with South Gloucestershire NHS Primary Care Trust, where he held the position of CABE Design Champion for new builds and refurbishments. He relinquished his NHS commitments in December 2011. John is a Fellow of the Institution of Engineering and Technology, a Fellow of the Chartered Quality Institute and is also a member of the Association of Colleges South West Regional Committee.

Martin JONES
|
Martin is currently Vice-Chair of South Gloucestershire and Stroud College. He was previously a Governor of Stroud College for ten years including serving as Chair between 2004-2007. He was also a member of the Stroud College Remuneration and Finance and General Purposes Committees. Martin spent most of his career working as an HR professional within the financial services sector and was HR Director for both Eagle Star and Zurich Financial Services. After taking early retirement Martin ran his own HR Consultancy for 8 years but now concentrates on voluntary work. He has been a Gloucestershire Learning and Skills Council member and he is a member and past Chairman of Education and Business in Partnership in Gloucestershire, working in local schools. . Martin also sits on the University of Gloucestershire Employment Policy Committee and is a Chartered Fellow of the Chartered Institute of Personnel and Development.

Ian LEWIS |
Ian joined the Corporation at its inception on 2012 and has been Head of Finance at the Higher Education Funding Council for England since 1993. Ian has an Economics degree from the University of London and is a Fellow of the Institute of Chartered Accountants in England and Wales. Prior to joining the University Grants Committee in 1988, Ian worked for 11 years in a number of senior financial and general management roles in the engineering and other industries, including five years as managing director of an engineering company. At HEFCE he is involved with the allocation of grants to universities and colleges; the development of capital policy; the promotion of efficiencies and good financial management in the HE sector; and managing HEFCE non-people resources.

Moyra PASCOE
|
Moyra joined the Corporation at its inception on 2012 and is a former Director of Strategy and 14-19 with the Learning and Skills Council in the West of England a position she held for 9 years until her retirement in February 2010. She was the Director lead for the transfer of LSC responsibilities to Local Authorities from April 2010. She has experience of college capital building and was the LSC Director for the WISE development. She previously held a variety of posts in the Government Office for the South West and her last role was to close down the Training and Enterprise Councils and set up the LSCs. She was previously a Governor at Filton College.
